Why Level 3 feels like the awkward middle child

My new EV's highway assist is great, but I'm confused about Level 3. Automakers say hands-off eyes-on, regulators say eyes-off in some states, and OTA updates keep changing what my car can do. Is anyone else worried about liability when the system nags you to take over in two seconds? And why do robotaxi rules vary so much city to city? I want a clear standard before I trust a car to drive me home after a late shift. Curious how others handle this.
