Will Level 3 autonomy ever be practical?

I've been thinking about the recent approvals of Level 3 systems in certain states. The handover problem is a big concern. If the driver has to be ready to take over in seconds, is that really autonomy? Seems like a recipe for accidents. Maybe the jump to Level 4 robotaxis in controlled areas makes more sense. Also, OTA updates are great, but who's liable if a software update changes driving behavior without a recall? Interested in what others think about the regulatory path and whether we'll see Level 3 become standard or get skipped entirely. Does anyone else feel like the industry is overselling partial automation?
