Do state-by-state L3 hands-off laws make sense?

I keep reading that Mercedes and BMW can offer hands-off L3 in Nevada and California but not in most other states. That feels backwards to me. If the hardware is identical, why does a state line decide whether I can take my eyes off the road? And what happens if I cross into Arizona mid-drive? I understand regulators want crash data before they commit, but a patchwork of rules seems worse than one clear federal standard. Curious how people here think this plays out over the next two years. Do automakers just wait, or push hard for a national framework?
