L3 feels like the awkward middle child

Been reading up on the handful of L3 systems approved so far, and the handover problem bugs me. At L2 you are always supervising, so you stay in the loop. At L4 the car owns the fallback. L3 asks you to trust the car completely, then be ready in seconds when it begs for help. Every study I have seen says drivers mentally check out long before that warning arrives. So who is actually liable during those ten seconds? Is anyone here daily-driving an approved L3 car, and does it feel workable or just a regulatory checkbox before real autonomy? Curious how insurers are pricing this too.
